Google has predominantly built a search engine as its core product offering for the last couple of decades. Their job is ensure that their users get the best customer service when using their product to maintain the user-base and customer retention. In order to implement this strategy, Google is continually evolving whether it is implementing a new algorithm or designing a new interface.
Google specifically offers advice and a large number of tools for SEO’s in order to help and support individual webmasters to rank their website. Therefore, I would not specifically say that Google hates SEO’s. In fact, Google employees such as Matt Cutts and SEO figureheads like Danny Sullivan are often seen together at conferences to discuss SEO processes. However, it is Google’s job to provide the most relevant results for a given keyword search query, so they are continually fighting to stop SEO’s from manipulating their search engine results by updating their algorithms.
